Measuring absolute power, I'd have to guess Valouev might top him. But Lewis had indeed huge strength in his upper body, don't know about his legs though

I would take Norton or Foreman over Holmes in that regard. Holmes won the fight by building up a point lead by jabbing and keeping his distance from Norton, but most of the times when Norton was able to close the distance, he worked Holmes over. Even though Holmes got the decision...Norton seemed the stronger fighter that night. And as strong as Norton was, Foreman was even stronger.
