If he didn't break his shoulder, then no not really, but fluke occurences does not make it effective.
You kick or punch someone in the shoulders and arms enough, it forces them to drop their hands, making the strikes effective.
Blocked punch no. A strike to the limbs yes. A blocked punch can be effective tho. I will ask again. Maybe someone will answer. Does a footstomp count as an clean strike?
Don't worry MWS, you won't hurt my feelings on this one. It's a debate about a decision. It's all subjective. What's funny is I wanted Nam to win the fight. Typically when I am leaning toward a certain fighter, I will see things more heavily in their favor. For some reason that didn't happen this time. Maybe Garcia's heart or work rate compared to Nam's passive style made the difference. Not sure. All I know is I kept thinking "Come on Nam, you need to be busier." Oh well.

So lets say two guys are in the Octogon for three rounds. Opponent A throws three punches and all three land on Opponent B's face. Opponent A does nothing else the entire fight. Now opponent B takes opponent A and pushes him againt the wall and footstomps him 38 times. And does nothing else. Who wins the fight?

No. Its a desperate move that is largely ineffective. Besides, there were no foot stomps in the fight we are discussing.
A Footstomp is a deperate move? uh no. Its a great move. And investment if you will. If done probably, you can break their foot. Making moving around very dificult. and it didnt have to happen in the nam fight. It proves my point that blocked punches can be effective. And that arm punches (not blocked punches) count when scoring.

No. It is nothing more than a useless distraction move. Even among lower-level MMA, the move is insignificant. At world class level, its about as meaningful as Chad Mendes' "punches" from side control.
Again thats not true. High level MMA fighters use it. And its quite effective. If you dont think its effective, then i take back everything i have said about your MMA knowledge, because you would have to be one dumb motherfucker to do think a fractured foot (an occurrence often associated with a proper and consistant foot stomp) isnt an effective disadvantage in a fight.
I havent a clue, because i dont have access to medical records. Many people dont even know they have a fractured foot or toes. A Broken foot/toes is one of the most common injuries in MMA. It doesnt stop the fight, it just slows you down. Its an effective blow. There is a reason why MMA doctors want the move banned.
