At the time that the Black Panther character made his debut in Fantastic Four #52 in 1966 the "in" thing at Marvel was to keep up attuned with the times events (unlike DC which took FOREVER before addressing any current issues). At that time the Civil Rights movement was at full steam, movies & tv shows were starting to add more black actors and Black Power was becoming trendy. In my mind The Black Panthers organizers got their name from the Marvel character that debuted just months before the group came up with its name. Or maybe it was a coincidence? Stan Lee was a visionary and we have to give him full credit for trying his hardest to make social commentary in a medium no one was taking seriously at the time. I don't think it was 'blaxploitation' to 'cash in' in an untapped market, to be honest.
