At 140, 147, and 154. 3 different fights IMO. At 140, I think Whitaker out smarts him. At 147, Benitez by that point had really come into his own and Sweet Pea was a bit worse, and I think he'd win a clear decision. At 154, I think Benitez wins in dominant fashion, seeing as that was his best weight.
Benitez was filled out and very sharp at 154, and I don't feel Whitaker looked amazing at 154 against Vasquez. Size matters when the talent gap isn't huge. Benitez was comparably talented, and the naturally bigger man.
